Senator Win Gatchalian called for the scrapping of the Philippine Drug Enforcement Agency's (PDEA) plan to conduct mandatory drug testing of students, proposing instead that the budget for the drug tests be used to hire more guidance counselors for the Department of Education (DepEd).

With the full implementation of Republic Act No 10931 or the Free Higher Education (FHE) Act set to begin, Senator Win Gatchalian is expecting an increase in the number of quality college graduates armed with the skills and knowledge needed to make a big impact on inclusive economic growth and nation-building.

Troubled by the poor marks for educational access and quality earned by the Philippines in various international rankings, Senator Win Gatchalian is calling on the Senate to exercise its legislative oversight powers to conduct a comprehensive performance review of the country's education system.

Senator Win Gatchalian urged the Commission on Higher Education (CHED) to partner with the Department of Transportation (DOTr) in institutionalizing courses aimed at creating a competent workforce to manage the country’s mass rail transit systems. 

Senator Win Gatchalian called on the Department of Education (DepEd) to work with the Department of Labor and Employment (DOLE) to strengthen job placement mechanisms for senior high school graduates who wish to enter the workforce immediately upon graduation.

During the Rise for Education Alliance's Gathering for Education Forum, Senator Win Gatchalian clarified that the “opt-out” provision of RA 10931, otherwise known as the Universal Access to Tertiary Education Act, is purely voluntarily, and that students should not be forced to opt-out of the full tuition and other fees subsidy for any reason.

Senator Win Gatchalian is calling on the Commission on Higher Education (CHED) to ensure strict compliance with rules and regulations regarding the utilization of tuition and other school fees as it prepares to consider the applications of hundreds of private higher educational institutions (HEIs) hoping to impose fee hikes.

Senator Win Gatchalian expressed his gratitude to the Department of Education (DepEd) for throwing its full support behind his measure, the Human Trafficking Preventive Education Program Act (Senate Bill No. 992), which aims to protect the youth from becoming victims of human trafficking.
